De'Lamar Communications Agency, LLC (DCA) is a strategic communications company that focuses on social issues that have community-based impacts.

The goal of DCA is to heighten the voice of citizens and to serve as a conduit between citizens and anchor institutions.

Dr. Desmond L. Kemp is the visionary force behind De'Lamar Communications Agency (DCA), an organization founded to help communities and organizations effectively respond to cultural shifts and policy changes. Recognizing the critical need for informed advocacy during a time of increasing book bans and restrictions on educational content, Dr. Kemp established DCA to empower organizations and communities to navigate these challenges while promoting inclusive dialogue and equitable access to information.

As founder and principal strategist of DCA, Desmond has built a reputation for excellence in creative solutions and policy innovation that serves community needs. His unique approach to client services combines sharp analytical insights with creative excellence, consistently achieving a 95% on-time delivery rate and client satisfaction across diverse projects. His work has included developing crisis management protocols for community organizations, securing large funding for local initiatives, and leading policy reform efforts to strengthen education and public sector engagement.

A natural innovator with an eye for excellence, Dr. Kemp brings high-level strategic thinking to every project. His commitment to excellence is matched only by his passion for creating meaningful impact through strategic communication and thoughtful design. His ongoing research on public sector policies and social media governance continues to influence how organizations and communities approach digital communication and civic engagement in an era of rapid cultural change.

Dr. Kemp, affectionately known as ‘Dr. Des’, holds a Ph.D. in American Studies from Indiana University-Indianapolis, where his research focused on public sector policies and social media governance. He earned his M.A. in Applied Professional Studies with a focus on Developing College and Career Readiness Programs from DePaul University, along with a Graduate Certificate in Educating Adults. His academic foundation began at North Carolina A&T State University, where he earned his expertise in graphic communications, complemented by a minor in Journalism. As a former ACLS Leading Edge Fellow and experienced policy analyst, Dr. Kemp's unique blend of creative and analytical skills allows him to see beyond conventional solutions, helping community-based systems navigate complex challenges while maintaining their authentic voice.

  • The Game Plan is the capstone internship presentation for Azere Cunningham, a senior at Louisiana State University majoring in Sports Administration. This session marks the completion of Azere’s internship with De'Lamar Communications Agency, LLC. In this discussion, Azere and a panel of sports industry professionals, including Mr. Gerald Huggins, Morgan State University, and Ms. Jasmine Chievous, OnTask Achievement, LLC., will engage with students in Sports Administration, Kinesiology, and related fields, providing insights on breaking into the industry. Attendees will gain valuable knowledge on career pathways, networking strategies, and essential skills for success in the sports sector. The capstone paper will be released on April 30th.

  • In December 2024, DCA welcomed two undergraduate interns to the team. Azere Cunningham, Senior, Louisiana State University and Matthew Johnson, Junior, North Carolina Agricultural and Technical State University. Azere will be working as a Communications and Youth Development intern in collaboration with partners the College Reunion and RISE HBCU. Matthew will act as research assistant for our research team.

  • Dr. Kemp presents DCA a collborative research with Dr. Stephanie Woodard on Developing Teachers in the Era of Censorship at the ICUE conference in Cancun, Mexico.

  • Dr. Kemp/DCA served as a project manager for The College Reunion School Attendance Think Tank from May 2024- August 2024.
